You cannot get a counter to 75 footcandles by making the ceiling brighter. You would be lighting the whole kitchen like a warehouse, and the wall cabinets would still shadow the worktop, and you would still be standing between the source and the board.
That geometry - the shadow you cast on your own counter - is the entire argument for under-cabinet lighting, and it is why the two layers are separate purchases rather than one brighter one.

The counter layer
Mount at the front edge of the cabinet underside. A fixture at the back throws its beam onto the backsplash and leaves you working in your own shadow. At the front, the light lands on the board.
CRI 90 or better, and 3000K unless the kitchen is fully separate from your living space, in which case up to 4000K is comfortable. Dimmable is worth having, because the arithmetic above means a properly sized run is brighter than you want for making tea at midnight.

The general layer, with or without a fixture
If the kitchen has a ceiling fixture, put the highest-output high-CRI bulbs the fitting is rated for in it and move on - this layer only has to be adequate, because the counter layer does the demanding work.
If it does not, a kitchen without a ceiling fixture is a harder problem than a living room without one, because there is rarely floor space for a torchiere. The workable answers are a run of under-cabinet bars bright enough to spill into the room, a plug-in fixture on a spare wall, or - where a hook is permitted - a plug-in pendant over an island or table.

Two figures. General kitchen lighting is published at 20 to 50 footcandles, and prep or cooking surfaces at 50 to 100. For a 120 square foot kitchen that is 2,400 to 6,000 lumens overall, plus roughly 800 to 1,600 lumens delivered specifically to an 8-foot counter run.
+What color temperature is best for a kitchen?
3000K for the general layer, and 3000K to 4000K on the counter. Warmer than 3000K is uncomfortable to work under; cooler than 4000K starts to feel clinical in a home. If the kitchen is visible from a living area, stay at 3000K for consistency.
+Why does my kitchen counter feel dark even with the light on?
Because you are standing between the ceiling light and the counter, and the wall cabinets shadow it further. This is a geometry problem rather than a brightness one, and no amount of extra ceiling light fixes it. Light under the cabinet is the answer.
+What CRI do kitchen lights need?
