What the comparison usually leaves out
Most write-ups on this question compare battery against hardwired and treat plug-in as a footnote, which produces a false choice between "dim and easy" and "bright and expensive." Plug-in is bright and easy, and it is what most people should buy.

The permission question, precisely
Plugging in a fixture is not an alteration to a property. Attaching it with adhesive is not an alteration in any practical sense either, and leaves nothing behind. Running new cable into a wall and connecting it to a circuit is an alteration, and that is the line that matters in a lease.
It also matters for who is allowed to do it. Electrical work in a dwelling is regulated in most places, and the rules generally apply to the work rather than to who owns the building.
