The two constraints
Most balcony lighting advice is written for a patio attached to a house someone owns. It assumes an outdoor outlet and a wall you can put a screw in, and an apartment balcony typically offers neither.
No outdoor outlet. Balconies below a certain age and price point simply do not have one, and the improvisation people reach for - an indoor extension lead run out through a window - is the one genuinely unsafe idea in outdoor lighting.
Nothing you may drill. Balcony exteriors are frequently treated more strictly than interior walls in a lease, because they are part of the building envelope. A hole in an exterior wall is a different conversation from a hole in a bedroom wall.
Plan around both from the start and the whole thing becomes easy. Fight them and you end up with a taped extension lead and a hole you have to explain.

A 27 ft solar string along the railing is the whole ambient layer for most balconies. It charges on the rail during the day, runs the evening, needs no outlet, and attaches with straps that leave nothing behind.
If the balcony genuinely has an outdoor outlet, the plug-in version is brighter and - more usefully - dims. On a small balcony you are sitting within a couple of feet of the bulbs, and a string at full output is glary in a way it never is across a large yard.

Neighbors, weather and winter
Aim light down and inward. A balcony is the one outdoor space with windows directly above, below and beside it. Anything pointing outward is shining into somebody's living room, and warm, low, downward light avoids the entire conversation. Skip anything that blinks or cycles color for the same reason.
Expect solar output to fall in winter. Shorter days and a low-angle sun mean a panel that ran five hours in July runs two in December. That is a real limitation rather than a defect, and it is the main argument for a plug-in set where an outlet exists - covered in solar vs plug-in.
Point sockets downward and let the string sag. Water in an upward-facing socket is how outdoor strings fail, and a taut string has nowhere to go in wind.

+Can renters put lights on a balcony?
Anything that hangs from an existing railing or stands in a planter is generally fine - nothing is attached to the building. Drilling into a wall or a soffit is a fixing and may be restricted, and many leases treat balcony exteriors more strictly than interior walls. Read yours.
+How much light does a balcony need?
