Four causes, in order of how often they are the answer

Work down that list in order. Buying a fourth lamp when the problem is three 600-lumen bulbs is the expensive way to fix a cheap problem, and it is what most people do.

The CRI cause, which nobody mentions
A room can hit its lumen target exactly and still look gray and lifeless. That is usually a color rendering problem rather than a brightness one.
CRI measures how accurately a light source renders colors against a reference. Cheap LEDs sit around 80, which is legal, common and visibly dull - reds go brown, wood goes flat, skin looks unwell. Bulbs at 90 or 95 render the same room with the same lumens and it reads as substantially brighter, because the colors in it come back.
This is the cheapest upgrade with the largest subjective effect, and the reason we've a whole page on high-CRI bulbs. If a room is dark and drab, do this one before adding another lamp.

Rooms with no windows
An interior room, a basement, a windowless home office. Everything above applies, plus three adjustments:
- Plan for the top of the published range, not the bottom. There is no daylight contribution at any point in the day, so the artificial layer is doing all the work all the time.
- Light more than one wall plane. The specific feeling of a windowless room is flatness. Lighting the walls rather than the floor is what gives a space the depth a window would.
- Consider a cooler daytime setting. This is the one place a tunable-white bulb earns its price: 4000K during working hours to substitute for the daylight that is not arriving, dropping to 2700K in the evening. A hub-free smart bulb does this without touching any wiring.

Questions people actually ask
+Why is my room so dark even with lights on?
Usually one of four things: the bulbs produce fewer lumens than you assume, the light is all coming from one place so the corners fall away, the walls and floor are absorbing it, or the color temperature is making a correctly lit room read as gloomy. Check the lumen figure on your bulbs first - it is the most common and the cheapest to fix.
+How do you light a room with no windows?
Exactly like any other room, but plan for the top of the published lumen range rather than the bottom, and put a light on every wall plane rather than one in the middle. The thing that makes a windowless room feel like a box is uniform light with no variation, so accent sources matter more here than anywhere else.
+Do light-colored walls really make a difference?
A large one. A room with white walls and ceiling returns a substantial share of the light that hits them; dark walls absorb most of it. It is why the same lamp can be plenty in one room and inadequate in another of the same size. If you cannot repaint, add about 25 percent to your lumen target.
+Will a daylight bulb make my room brighter?
It will make it read as brighter without producing more light. Lumens are lumens - a 5000K and a 2700K bulb rated at 800 lumens emit the same quantity. Cool light appears crisper, which some people read as brighter. If you actually want more light, buy more lumens.
